The Space
Overlooking Roanoke Sound in Manteo, the Pavilion at Pirate’s Cove Marina is a 13,000-square-foot open-air venue built right into a working sport fishing marina. Construction began in the early 1980s once the surrounding community’s infrastructure was finished, and the marina grew from there into a full-service operation with 195 slips for boats ranging from 30 to 75 feet, so a wedding here sits inside an active harbor rather than a quiet, staged waterfront.
Jim Tobin and his wife Tammy bought the marina in 2007 and built it into what is now considered a world-class facility, and the Harrell family took over ownership in December 2023, continuing to run it to the same standard. Inside the Pavilion, exposed wooden beams are strung with lighting overhead, and the space includes a built-in 30-foot granite bar, an 18-by-18-foot dance floor, a built-in stage, and restrooms, all part of the structure rather than rented in for the day.
Capacity & Layout
The Pavilion holds over 300 guests, which puts it among the larger venues in the area, and the room is built around that scale: the granite bar, dance floor, and stage are sized for a full band or DJ setup and a real crowd rather than a small gathering dressed up to look bigger. Outside, a marina-facing lawn sits adjacent to the Pavilion, available for ceremonies, cocktail hours, or as extended guest space when the reception spills outdoors.
That layout gives a couple a natural sequence for the day: a ceremony on the lawn or dockside with the marina and its 195 slips as backdrop, cocktail hour on the same lawn or moving toward the Pavilion, and dinner and dancing inside under the beamed ceiling with the bar and stage already built in. Twenty-four-hour access to the venue means setup and breakdown are not squeezed into a single tight window the way they are at many rental halls.
Amenities
Outside catering is allowed, and guests can bring their own alcohol on top of the built-in granite bar, which gives a couple real flexibility on food and drink rather than being locked into a single in-house caterer. Blue Water Grill, a seafood restaurant and raw bar, overlooks the marina on site, and Mimi’s Tiki Hut runs from mid-May through mid-September, so there are dining options on the property beyond whatever a couple books for their own reception.
Resort-style condos, villas, and rental properties are available on site, which matters for a couple who wants their wedding party and out of town guests staying within walking distance rather than shuttling in from a hotel down the road. The venue operates year-round, and with a charter fleet of 21 sport fishing boats based at the marina, a couple marrying into that world has a genuinely working harbor as their backdrop rather than a decorative one.
Location & Getting There
The Pavilion sits on Roanoke Island in Manteo, reached by the Manteo and Nags Head causeway, which has a fixed bridge clearance of 65 feet at mean high tide, tall enough for the marina’s larger boats to pass under and reach their slips. The nearest airport is Norfolk International, about 90 minutes away, so most guests are either driving in from elsewhere on the Outer Banks or making the longer trip up from Norfolk.
We have DJed a wedding here, and the open-air Pavilion, despite the exposed beam ceiling, holds sound reasonably well because it is a defined structure rather than a fully open lawn: a DJ set up near the built-in stage carries across the dance floor and bar area effectively, while sound thins out quickly once guests move onto the marina-facing lawn outside, so ceremony or cocktail music out there benefits from its own smaller speaker setup rather than relying on the Pavilion’s system to reach that far.
